What freakin quest do u get energy barrier!!!!!!!
After lvl 19 (or is it 18?) the skill becomes available at the castle skill vendor. In the new castle layout the mages are in that alleyway near the entrance of the castle, one of which is a skill vendor. You can also buy ice lure and some other skills from her as well.
