i know there are locker rangers out there as my server has them, what skills and gear should be used for locking? also what build should be used auto or skills?

I really doubt a ranger can outlock rogues at dl but OK. Sharpshot and double probably only viable for "lock".

I assume this is also in tandem with other characters and to be used as a utility player as well?

Else, ranger locker is not going to be close to the burst DPS of a rogue locker.

Sharp shot
Double shot
Sharpen Weapons
Steady Aim
Bolas (I assume this is the point of your ranger)
Entangle (Save the Rogues you are teamed with that are out DPSing you)
