Razorclaw? There are a few small quests leading up to it, check your log to see what else you have pending in the area.

It is not tied to the ow/sewers questline.

Yeah it's a questchain as people said above, takes at least an hour to get to the razorclaw quest

Have you gone to the guy in Carrow who gives you the quest? That's the only thing I could think of if you don't have the quest.
