I heard that no one can use their email to reset their password right now because the service is down. It doesn't seem to be only @hotmail or @outlook addresses because mine is neither of those and my friend tried to make a new acc and reset the password and it didn't work- he didn't use a @hotmail or @outlook address, pretty sure he used Gmail.
