Hello, I am a lv72 Warrior on Arawn. i have enough money to buy a new offhand. i currently have a golden blade of ice. thinking of buying royal shield of the mountain or royal shield of the wind. which one is better for tank. My stats are strength, 220, vitality 105, dex 40 and focus 10.

Most would recommend a dps offhand, so if you hold onto your dagger until you hit 100 you can pick up an ax (ice/fire/magic, in that order).
At your level a tanky build isn't necessary as most bosses at that level can be downed without siege, and leveling a tank is slow comparatively. However, tank can be fun and has its merits, so it's up to you on that.
If you do select a shield though, I would rank the wind shield above the mountain one as the mountain provides evasions which can be an uncertain defense and not enough more armor to make a large difference, while the wind provides a good health boost and a small hp regen which can be handy.

I don't recommend having a tank build until you reach eg as leveling is more difficult without dps.

No at 130 you will still have to lvl up so remain dps.

I would recommend thinking about making the transfer at like lvl 220

Correct, 220 is best to make the change unless you have a group to lix with all the way
