It's a movement evasion skill. Most bosses have a high evasion to these abilities.

The first issue is that people need bolas for end game bosses.

Eah I’ve used both bolas and entangle at endgame and entangle seems to land almost double the rate of bolas

same, i have a hard time hitting with bolo all the time
