Was wonder what skill is better dmg? Incinerate or firecloak ? Or even if fire attunement would be better dmg with my bolt ? Im just not sure and dnt want to try no to much money atm so if any of u got info id very much appreciate it

cloak of fire it last longer than incirate

I would say cloak b/c it does dmg everytime a mob auto atks you while inc is tick based, and even the slowlest mobs tend to hit at least twice in 4 sec (1 tick).
