I had the same issue. Doing all of the above and signing into a different account for my playstore as well as turning off and on my phone did the trick. I dont know which one of these would have sufficed, but eventually I got it to work for me.

#16The maintenance is complete and servers are now open to players.
If you are playing on Android, please download version 3.2.1 in the Play Store. If you still see 3.2.0, then clear your Play Store Cache in Settings > App and try to download the new one.
