It was stated that the timer would be 1 hour, with the probability that they wont spawn and you'd have to wait another hour, etc.
I think since they don't have fixed spawns, there's no guarantee they'll spawn after a reset.

We gave them a chance to spawn on the restart, not a guarantee. So there should be a few bosses up.
Again, it's all random.
