Celtic Heroes

Is that skill useful? I wanted to level it up so bosses stop targetting me over other players due to my lower level in group or whenever my Shadow Strike deals a critical.

Does it work as intended at the very least? or doesn't really make a difference?

I used it in groups at lower levels and it worked pretty good. Haven't used it in awhile though.

Not worth it

I would try it. Most rogues have never used it at all and just tell you what they heard. It may lower your dps a little but if you are in a group, let the group work together to bring down the mob or boss. I used it and it worked well for single bosses, but ones that used aoe it was pointless as everyone within a certain area gets hit. The recast is quick so you just keep hitting it as soon as it's up. If you solo a lot than of course it's useless, but in groups it works fine. Trial and error is best way to play than to listen to people who probably never used the skill in the first place.
