They are at the mercy of the host provider. They will be down until the provider figures out what the issue is and fixes it, and its unlikely they could give a good estimate.

Was CH downgraded or transferred to a different box yesterday? It seems too coincidental this happens right after a "server maintenance".

No, maintenance and firmware changes.

Transferring servers would be a +5 hour task which we would inform players of prior to doing so.

Seems fishy there's a hardware fault the day server was brought down for 4+ hours. I understand hardware issue are random and unpredictable if you don't run diagnostics regularly.
But a firmware change doesn't take 4+ hours. They likely did something else they didn't inform you about.
