I haven't seen this mob since the latest server maintenance.
Maybe it's stuck behind a wall or under the floor in your server. It's fine in ours.
I think it just took a sick day. It's back this morning.

FWIW, it actually appears that the first terrorsoul's respawn rate has changed.

I killed it this morning for a bounty and it hasn't re-spawned yet, as far as I can tell.
Admittedly, I haven't been sitting there the whole time waiting for a respawn, but I have been in and out of that spot quite a bit.
It definitely appears to have changed.

Has anyone else noticed this?
