I wasnt able to find an old post about this. Any class can equip an aggy spear but casters are not able to get the spear ability. I wouldnt think there would be a good caster build using a spear but it seems to me that if they are able to equip a spear they should be able to train the ability. They can get the hand to hand ability and train with an aggy book.

There arent any other examples of egb type weapons being available to all classes that I have found so I am not suggesting all classes be able to train all weapon abilities. Ive only seen this with aggy spears. Are there future plans to give casters the spear ability or to lock aggy spears down to the noncaster classes?

You just need attack, that's all ability gives you. There are some viable caster spear builds under lvl140 using radiant es armor and attack boost items.

Ability when trained adds attack and damage to your hits.

Not sure if you are talking about mordy spears but I would love to use a void focus mordy spear for fun and try it out with double attack.

Not sure if that means removing the ability to let casters equip Aggy spears OR instead making it so they can equip Mord spears as well.

We'll have to wait and see, but I hope it's the latter.

While we won't be able to make any changes for this update it will be something looked into for future class balancing.
