It doesn't drop from a mob - I believe it's a quest reward from super early on in the game?

It's a quest from the shalemont doctor guy, pretty sure it was removed a few years ago.

Hmm, don’t recall seeing any of them recently. I could see them bringing them back and having more things like this. More crafting-type things, but it fits with your abilities, etc.. Opens up a lot more consumable options, and would be a neat horizontal expansion along with cooking/fishing.
