Where are all the Silverweb helms?

The event happened while I was on a large break, and in the last several months since I came back I've only seen a handful of Silverweb helms. Of those, I don't think I've seen anything better than Royal. Did few drop, or do people just not wear them anymore?

I'm pretty sure Avalon earned most (if not all) the Royal+ unless the 150 Spider dropped Royal as well.
