A wise man once told me that DS is useless because you can get off two shots in the time it takes to cast the skill. That makes sense to me, esp if you're using a haste lix whilst leveling. In light of this, could someone explain to me the utility of such a skill? Just curious, as I don't have a ranger.

On dragonlord bosses, since they tend to have insanely high defense, you actually find yourself missing a lot of your shots. So having a skill that CANNOT miss and gives a guaranteed 2 x your auto attack damage, is very good DPS.
