So for a mage what would be the best build? A fire mage or ice? Or mixed?

mixed was best preupdate. Now fire is most likely the best. Followed closely by mixed. Bracelets? just wear the best lux ones you can buy. Weapon? best wand you can buy. Offhand most would say the best focus you can buy. I would argue a good shield is better. Melee mage has pretty much been rendere...

So recently I got to level 60 and i was wondering why I cant buy quartz armor and weapons. Is there a new level requirment? Would be great if someone coul help me out.
