You are probably having my issue. Make sure to drop or complete the reaver version of that quest and see if the lich version is then available. You cannot have both versions at the same time.

Dont feel bad they are not helping, ive had an issue where i had plat i boughten but did not recive since the 3rd of december. Ive sent emails, support tickets, had forum mods talk to me and nothing. So ya, vr bites it big. Hopefully they are trying to fix this.
