Sometimes you have to kill lots of the other spiders in that area to make them spawn if there's none up.

Small clans usually bring most everyone to bosses, but monopoly clans often send what they think are enough, but might misjudge some...

Depends on what you want. If you want to roll for your drops and have no competition, go to Epona. If you want lock battles and competition with other players/clans, pick a different server.
